AP Land Records Glossary (పదకోశం)

Every guide on this site eventually uses one of these words without stopping to define it, because by the third or fourth article it's assumed you already know what a 1-B is. Ownership & Identity Terms

Pattadar (పట్టాదారు)

The person legally recognized as the owner of a piece of land in government records. See the Pattadar Passbook Guide for how this is documented.

Khata Number (ఖాతా నంబర్)

An account number assigned to a landowner. One Khata Number can cover several survey numbers if the same person owns multiple parcels in a village. See how to find your Khata Number.

Survey Number (సర్వే నంబర్)

The unique identifier for one specific parcel of land within a village, based on the original land survey. Often appears with a sub-division letter, such as 112/A.

ULPIN / Bhu-Aadhar

A permanent 14-digit code assigned to a land parcel based on its geo-coordinates, designed to remove the ambiguity that survey numbers can carry after decades of sub-division. Covered in full in the Bhu-Aadhar / ULPIN guide.

Records & Documents

Adangal / Pahani (అడంగల్)

The annual cultivation record for a survey number — crop type, soil classification, water source, and current possession. This is the document most government schemes check against.

1-B / ROR (Record of Rights)

The ownership record. Where Adangal answers "what's growing here," the 1-B answers "who legally owns this." Required for bank loans, property sale, and court proceedings.

Pattadar Passbook (పట్టాదారు పాస్ పుస్తకం)

The physical or digital booklet that documents ownership, listing the Khata Number, survey numbers, extent, and any loans secured against the land. Full details in the Pattadar Passbook Guide.

E-Passbook

The digital, downloadable version of the Pattadar Passbook, secured with a QR code and digital signature instead of a physical seal.

FMB (Field Measurement Book)

The official sketch showing a parcel's boundaries, used to resolve boundary disputes and verify physical extent against recorded extent.

Encumbrance Certificate (EC)

A record of every registered transaction — sales, mortgages, and certain legal claims — against a property over a chosen period, typically pulled for 30 years before a purchase.

22-A Prohibited List

A government-maintained list of survey numbers where registration is blocked, usually because the land is government-owned, assigned, or under a notified dispute. See the Section 22-A guide.

Processes

Mutation (మ్యుటేషన్ / నామాంతరం)

The process of updating the 1-B and Adangal to reflect a change in ownership after a sale, inheritance, gift, or partition. Covered fully in the Land Mutation guide.

Webland

The Revenue Department's back-end database that actually stores and updates land records. Meebhoomi is the public-facing portal that displays this same data to citizens.

Aadhaar Seeding

Linking a landowner's Aadhaar number to their Khata Number in Webland. Required for E-Passbook downloads and most scheme payments.

MeeSeva

The citizen service counter network used to file corrections, request certified copies, and submit mutation applications. See the MeeSeva Land Services guide.

Schemes & Land Categories

Rythu Bharosa / Annadata Sukhibhava

The state-and-central income support scheme for farmers, renamed from Rythu Bharosa to Annadata Sukhibhava in 2024. Eligibility is checked directly against Adangal and 1-B records. Full details in the scheme & land records guide.

PMFBY / Dr. YSRFCI

The crop insurance scheme AP runs jointly with the Centre, known locally as Dr. YSR Free Crop Insurance. Claims are calculated against the crop type recorded in your e-Panta booking. See the Crop Insurance & E-Crop Booking guide.

E-Crop / e-Panta Booking

The seasonal online registration of what you're growing on a survey number. This single record feeds crop insurance, subsidy programs, and Rythu Bharosa/Annadata Sukhibhava eligibility.

Assigned Land (D-Patta)

Land granted to landless families for farming or housing, generally non-transferable under the 1977 Assigned Lands Act.

Ceiling Surplus Land

Land declared "surplus" under land reform legislation and earmarked for redistribution to landless families.

FAQs

What is the difference between Adangal and 1-B?

Adangal records cultivation details such as crop type, soil, and water source. The 1-B, also called the Record of Rights, records ownership and is the document that proves who legally holds the land.

What is the difference between a Survey Number and a Khata Number?

A Survey Number identifies one specific parcel of land in a village. A Khata Number identifies an owner's account, which can be linked to one or several survey numbers.

Is Webland the same thing as Meebhoomi?

No. Webland is the back-end Revenue Department database that actually stores and updates land records. Meebhoomi is the public-facing portal citizens use to view and download those same records.
