Most landowners in Andhra Pradesh have heard two names thrown around — the physical Pattadar Passbook and the E-Passbook on Meebhoomi — without anyone explaining how the two relate. They're not competing documents. The E-Passbook is the digital version of the same record, generated only after the physical record in Webland has been verified and frozen.

This guide covers how to get a fresh passbook after a purchase or mutation, what to do when the physical book is lost or torn, and where the digital and physical versions actually differ.

What a Pattadar Passbook Contains

The passbook lists the landowner's name, the Khata Number, every survey number registered under that Khata, the total extent, and a running record of any loans or liabilities secured against the land. Banks check this last column before sanctioning a crop loan.

If you've never lost a passbook and just need a copy for a loan application, the E-Passbook is faster every time. Keep the physical book safe regardless — some older bank branches and court proceedings still expect to see it.

How to Get a New Pattadar Passbook

A new passbook is issued automatically once one of these triggers occurs:

• After a sale-based mutation is approved, the Tahsildar's office generates a fresh passbook in the buyer's name.
• After inheritance or partition mutation, each heir who receives a defined share gets their own passbook.
• First-time digitization, where land that was never on Webland is added for the first time.

You don't apply for a "new passbook" as a separate service in most cases — it's a byproduct of a completed mutation. If your mutation is approved but the passbook hasn't been generated after two to three weeks, raise it at the MRO office or through MeeSeva as a passbook generation request.

Lost or Damaged Passbook: How to Get a Duplicate

1. File a police complaint or lost-item report, if the book is lost rather than just damaged. Keep a copy of the FIR/acknowledgment.
2. Visit MeeSeva and select "Duplicate Pattadar Passbook" under land services.
3. Submit your documents: Aadhaar, the police report (for lost books), and any old photocopy of the passbook if you have one.
4. Verification: The Tahsildar's office cross-checks your details against the current 1-B before approving the duplicate.
5. Collect the duplicate or download the E-Passbook once it's processed; either is usually available within 15 to 20 days.

If you only need the document for a bank loan and don't actually need the physical booklet back, skip the duplicate application entirely and just download the E-Passbook from Meebhoomi. It carries the same legal weight and takes a few minutes instead of weeks.

How to Download the E-Passbook

1. Go to meebhoomi.ap.gov.in and click "Electronic Passbook."
2. Enter your District, Mandal, Village, and Account/Khata Number, or your Aadhaar Number.
3. Enter your registered mobile number and the Captcha code.
4. Verify the OTP sent to your phone.
5. Download or print the PDF once it loads.

Why the E-Passbook Sometimes Won't Generate
